Which?s in-depth research into the lettings market reveals bad practice, fairly high levels of dissatisfaction, unexpected fees and a lack of consumer protection that fails both landlords and tenants. Many tenants and landlords find themselves taking a gamble when it comes to choosing an agent.

In its response, Which? explains why we always welcome market liberalisation in any market so long as this comes in tandem with appropriate consumer protection but is unconvinced that the Estate Agents Act 1979 alone is the main blockage to market liberalisation, though we agree that the Act should be updated to reflect changes in the way the property market now works.
