Digital Regulation Cooperation Forum workplan 2024 to 2025 call for input - Which? response

Which? proposes digital policy areas that the Digital Regulation Cooperation Forum should focus on in 2024/25

Which? welcomes the opportunity to respond to the Digital Regulation Cooperation Forum’s Call for input as it plans future work over the year ahead. We are supportive of the DRCF’s goal to ensure digital regulation is coordinated between member regulators to better serve consumers. We were encouraged by the DRCF’s work plan from 2023/24, but believe there is more progress to be made to ensure consumers are protected from harm. 

We believe that the DRCF should assess how scams, AI and smart data intersect, as the DRCF looks to coordinate joint work between its member regulators. We urge the DRCF to: 

  • Include fraud data sharing as a priority in their 2024/25 workplan and commit to deliverables to support Ofcom and the FCA 
  • Consider the rapid adoption and deployment of AI and its unintended consequences as an important intersection for review
  • Work with the regulators to explore barriers to take up of smart data schemes and consider a central facilitator role for shared guidance for cross-sector take-up
