However, in 2013 Which? published a report which set out concerns that the Government’s approach to energy efficiency - in particular through the Green Deal and the Energy Company Obligation – were not delivering the right energy efficiency measures to those who need them most. Furthermore, the report raised concerns that the ECO was unlikely to be cost effective, meaning consumers were footing the bill for a policy which would never be able to deliver the maximum ‘bang for buck’.
The report called for a radical overhaul of the Green Deal and ECO, and set out a package of recommendations designed to deliver greater carbon and energy savings at the lowest possible cost through maximising consumer engagement and action.
